I’ve made a few custom figures from existing parts (check this page for Rita Skeeter, Colin Creevey and others). Here is another one: Percy Weasley. I would be keen to see an official version of him (maybe in the rumoured Harry Potter Collectable Minigure Series 2), but I think I’ve found a good combination of hair and head piece that captures his stern appearance in the movies well.
Background
Percy is a pretty important character throughout the books. He is the third of Arthur and Molly Weasley’s seven children. He is two years older than the rebellious twins Fred and George, and unlike those he is very serious with his studies and very, very obsessed with following rules.
We met Percy already in the first book at the train station along with the other Weasleys as they were leaving for Hogwarts. He had just been appointed Prefect for the coming year at Hogwarts and seemed extraordinarily proud of it. Fred and George were of course teasing him…
“Can’t stay long, Mother,” he said. “I’m up front, the prefects have got two compartments to themselves-”
“Oh, are you a prefect, Percy?” said one of the twins, with an air of great surprise. “You should have said something, we had no idea.”
“Hang on, I think I remember him saying something about it,” said the other twin. “Once-”
“Or twice-”
“A minute-”
“All summer-”
“Oh, shut up,” said Percy
As Ron once told Hermione, “Percy wouldn’t notice a joke if it danced naked in front of him wearing one of Dobby’s hats”.
Being a good student, he is appointed Head Boy in his seventh year at Hogwarts and after graduation, he went to work in the Ministry of Magic, where he became assistant to Barty Crouch Sr. Percy is almost fawning towards Mr Crouch, despite him not even recalling his name correctly, repeatedly calling him Weatherby.
Percy broke with the Weasley’s as he embraced the Ministry’s official denial of Voldemort’s return to power towards the end of the Goblet of Fire. Eventually coming to terms with being incorrect, he did return to Hogwarts and fought alongside his family in the Battle of Hogwarts.

For my figure, I’ve used the following head and hair pieces:
As body, I’ve used a Gryffindor uniform, either sweater or black robes. I think the head piece and hair gives him the perfect stern look you would expect from Percy.

Below a “family photo” of the five Weasleys that went to Hogwarts during Harry’s second year at the wizarding school.
And here below, we see them just with sweaters rather than robes. I need to improve my prefects badge for Percy – it was really just a proof of concept.
